Maryland HQL
Maryland requires a Handgun Qualification License before you can purchase, rent, or receive a handgun, and the HQL requires a firearms safety course of at least four hours taught by a Qualified Handgun Instructor. This course meets that requirement in a single session.
What the course covers
Classroom instruction covers Maryland firearms law, safe storage and keeping firearms away from children and unauthorized users, handgun mechanisms and operation, and the fundamentals of safe handling and shooting.
The course finishes with a live-fire orientation that demonstrates safe operation and handling of a handgun. No prior experience is expected — this course is built for people who have never handled a handgun.
After the course
You will complete your HQL application with the Maryland State Police, which also requires fingerprinting. Once issued, the HQL is valid for ten years, and renewal does not require another training course.
What you'll be able to do
- Understand Maryland's purchase, transport, and storage laws
- Identify the parts and operation of common handgun types
- Apply the fundamental rules of firearm safety at home and on the range
- Demonstrate safe handling during a live-fire orientation
